Police Training & Madison Marquette parking agreement on agenda
The Asbury Park City Council is scheduled to meet Wednesday in council chambers at City Hall.
A closed executive session will start at 5 p.m., followed by the regular council meeting at 7 p.m.
Public participation takes place at the beginning of the regular meeting. Items on the agenda include:
• Executive session discussions re the sale of a portion of Overlook Park, informally known as Kennedy Park. The portion of land is currently being utilized as a graveled parking space.
• The City Council will also discuss iStar’s 1101 Ocean project’s redeveloper and financial agreement negotiations, as well as a pending agreement for parking spaces near the Fifth Avenue Pavilion. Boardwalk redeveloper Madison Marquette will begin refurbishment of the building and a rebuilt of the long shuttered band shell and a new entertainment space on the rooftop.
• The Regular meeting includes City Council votes on special event requests, budgetary matters, and an agreement with the House of Independents to host the October Candidates Forum.
• Votes will be made for acceptance of a $39,118.83 clean communities grant and the refund of $87,342.69 to Verizon for a 2013 overpayment of taxes.
• There will be a vote on a three year contract with the New Jersey Intergovernmental Insurance Fund [NJIIF], which would garner a deductible reduction. In partnership, the governing body will vote on , and a vote on a managerial training agreement for the city’s police department. Through the NJJIIF, $10,000 in funding would offset the $17,000 cost. The Canning Group training runs the gamut of discipline, budgeting, grant management, off-duty, supervisory guidelines, City Manager Michael Capabianco said. The agreement pays for the first $10,000 in costs and the agreement can be canceled at any time, he said.
• The governing body will consider an agreement with boardwalk redeveloper Madison Marquette to for the at cost payment for 14 parking spaces in front of the Fifth Avenue Pavilion that will be need to cordoned off during construction of the roof top band shell and entertainment space.
• A $40,000 grant to complete the Wesley Lake storm water outfall repair project is up for consideration as well as the delineation of an adjacent permanent easement.
• The city officials are introducing guidelines to private property storm water management retrofitting and a $1.4 million bond ordinance to fund communication system improvements for the police department.
