Passengers Arrested Following Illegal MV Turn
Men Face Heroin Possession And Outstanding Warrant Charges
A motor vehicle violation Monday led to a heroin possession and a warrant arrest, according to a news release from Det. Lt. Timothy R. Torchia of the Ocean Township Police Department.
Passengers Benjamin Small, 67, of Asbury Park was charged with heroin possession and Charles A Rouse Jr, 59, of Orange was remanded into custody on an outstanding Monmouth County Sheriff’s Office warrant, officials said.

On October 3rd, 2016 at approximately 4:12 pm Officer Chris Clune observed a Toyota Camry make an illegal turn on Bimbler Boulevard. After observing the violation Clune conducted a motor vehicle stop. During the roadside investigation he was assisted by Officer Dean Schoch.
The vehicle’s driver was issued motor vehicle summons and released from the scene, while Small and Rouse were transported to police headquarters for processing. Small was release on a summons, pending a future court appearance and Rouse was remanded to Monmouth County Jail.
