Hurricane-related emergency appropriation, best practices checklist approval on agenda

Asbury Park’s city council will meet tonight in council chambers, with a closed executive session starting at 5 p.m.; a workshop session at 6 p.m. and a regular meeting at 7 p.m. Items on the agenda include:

• A presentation on a special emergency appropriation related to Hurricane Sandy.

• A vote on the appointment of an acting chief financial officer [CFO].

• A vote on the state’s Best Practices checklist, which every city must complete annually. The city scored 43 out of 50 on the list, meaning it will likely receive 100 percent of promised state aid.

• A vote on an amendment to the central business district plan. The amendment would allow exceptions for height and parking restrictions on the Kinmonth Building, home of the former Savoy Theatre. Developer Carter Sackman seeks to rehabilitate the building, reactivating the theatre and adding 64 studio apartments.

• A presentation in the workshop session on the previously planned emergency appropriation for health insurance. The city voted at the Oct. 17 council meeting to rescind a resolution allowing a $1 million bond to pay off unforeseen health insurance costs during this year’s budget cycle. Instead, officials will work to make up for the shortfall through transfers and short-term loans.

• A presentation on the charter study commission, which voters approved on Election Day . The commission will scrutinize the city’s current form of government and possibly recommend changes.
