Dollar Tree slated for Main Street
Four apartments and parking lot part of block's redevelopment plan
The Planning Board has granted preliminary approval to local developer Pat Fasano for his proposed Dollar Tree, parking lot, and four apartment construction along the 1100 block of Main Street’s west side [shown above] between Third and Fourth Avenue.
It’s been more than a year since Fasano was granted an initial preliminary approval to redevelop the area and since then his company, Fasano Properties, LLC, has worked with Fortune 500 Company Dollar Tree to bring their seventh store within a 10 mile radius to Asbury Park.
On Monday, a design compromise with the national company was unveiled before the Planning Board.
While members voiced concerns about the 9,400 square foot Dollar Tree building’s footprint [shown at right] on the former Getty service station lot, they voted 5 to 2 to grant preliminary approval for its construction as well as for Fasano’s overall plan.
Before Fasano can move forward, he must meet the Planning Board’s list of close to 20 development conditions that include design waivers and variances as well as City Council approvals for parking requirements and curb cutouts.
The $2.9 million redevelopment plan outlined by project professionals includes:
• Four market-rate apartments [shown below] above the existing mattress and grocery store, on the corner of Third Avenue and Main. The stucco façade will include additional a window along Third Avenue.
• The bakery and existing 2nd floor home will be demolished to make way for a 21 space parking lot for Dollar Tree patrons and apartment residents. The existing dry cleaning business will remain.
• Although additional on street parking spaces will be created due to the removal of five existing points of access, a variance is still needed for the required parking spots.
• The block’s overall street scape will be improved through the addition of trees in the city right of way and 25-foot sidewalks.
• Rear property placement of a dumpster for the three retail stores and four apartments will include a bailer.
• While the loading area initially required a variance to accommodate partial Fourth Street blockage by delivery trucks, the building footprint was further decreased by 250-square feet to relieve the roadway blockage. Deliveries will be made three times per week between the hours of 11 p.m. to 6 a.m.
• A waiver will be needed to accommodate the one 81 square-foot Dollar Tree sign – where two 40 square foot signs are allowed.
• Two 6-square-foot signs directing motorists to the Dollar Tree parking lot will be situated at its entrance.
• Two free standing light fixtures will be paired with Dollar Tree building lights to illuminate the parking lot.
• A landscape and buffer zone will be needed for the five-foot perimeter and 10 percent provided landscape
If all final approvals are given, Fasano Properties would enter into a 22-year lease agreement with the Dollar Tree.
Vice President of Development Bill Stuckey said 30 jobs will be created with tax bills rising from the current $85,000 annual tax bill to $404,000 over the next 20 years.
Fasano Properties has asked the City Council to consider a Payment in Lieu of Taxes [PILOT] agreement to alleviate tax requirements during the agreement’s first five years.
