Enforcement of New Parking Rules begin Feb 15
Permits available at the Springwood Avenue Substation
Parking rules adopted last month by the Asbury Park City Council will take effect in two weeks, according to a municipal news release.
The rules affect residential, employee, and metered parking rates throughout the Central Business District Area of Cookman, Bangs, Lake, and Mattison avenues as well as along the waterfront.
Parking permits are available at the Springwood Avenue Substation at 1201 Springwood Ave, Unit 106. Payment can be made via cash, check and credit card.
The new parking measures are a result of two years of research by the municipality’s Parking Advisory Committee and their vetting of Parking Consultant —- parking study.
They aim to manage the city’s limited parking resources while addressing the needs of residents, visitors, business owners, and employees within the city, according to the news release. The new management rules were put together based on feedback from all of those groups and additional input from parking consultants.
The municipality will continue to analyze parking issues like the proposed lack of parking available to residents along one way corridors in the waterfront district. Committee members have said they will consider permit parking based on no parking blocks to allow residents parking near their homes during the busy summer season.
Future plans also call for the hiring of a an outside consultant or the creation of a parking management position in order to have a parking professional advise the City on parking policy and management.
Below are guidelines issued by the municipal news release:
Resident Permit Parking
Depending on the zone and off-street parking options for each dwelling units, residents may be permitted to buy up to two permits. Permits are $90 for the first permit, and $120 for the second permits. In applicable zones (1, 2, and 3), and if extenuating circumstances exist, a third and fourth permit can be issued at a cost of $150 and $180 respectively.
To get a residential permit, bring a driver’s license and registration, and a current deed, lease, and utility bill as proof of residence. Wait time for a permit after submitting your application is approximately two days, more if you have applied for extenuating circumstances requiring additional permits.

o Sixth Ave, Seventh Ave, and Deal Lake Dr between Ocean Ave and Webb St
o Ocean Ave, from the 1700 block to the Loch Arbor City line.
- Wesley Grove
o Heck St between Lake Ave and Cookman Ave
o Cookman Ave between Kingsley St and Heck St
o Lake Ave between Wesley Lake Rd and Heck St
o St James Pl between Lake Ave and Cookman Ave
o Wesley Lake Rd between Lake Ave and Cookman Ave
- South Beach
o Asbury Ave between Kingsley St and Heck St
o First, Second, Third, and Fourth Ave between Kingsley St and Bergh St

Employee Permit Parking
Employee Permit parking cards are available for 5-Day users and 7-Day users. The 5-Day pass allows employees to park in designated areas from Monday through Friday, from 9 am to 5:30 pm. The 7-Day pass allows for parking from Monday through Friday, weekends, and holidays from 9 am to 12 am.
Five-Day Permits are $120 for a year, and $10 for a month. 7-Day Permits are $180 for a year, and $15 for a month. To get a permit, business owners should bring with them their driver’s license and registration, and an Asbury Park Mercantile License or State or Federal tax forms filed under their Asbury Park business address. Employees must bring a driver’s license and registration, and current pay stub or notarized statement from their employer.
The card can be used like a credit card at meters within the designated areas. Employees will enter the number of hours they’ll be using the spot, and then swipe their card. If they have to take their car and leave that spot before their time is up, another car taking the spot or paying for one hour of parking (maximum cost, $2) will cancel their original swipe, and they can use their permit in another spot.
If an employee no longer works at the business connected to their permit card, they can return their card to City Hall. Their employer can call the parking office, to make sure the card has been returned.

Municipal Lot (5pm to 12am Monday through Friday, all day weekends and holidays)

Pre-paid Smart Cards
Pre-paid cards are designed to work as an option for residents who want to provide parking for guests and visitors. The cards have no use restriction, and can be reloaded at any meter. They’re available at discounted prices to residents only from the Parking Office:
$50 worth of parking for $45.
$75 worth of parking for $65.
$100 worth of parking for $85.
$200 worth of parking for $170.
Metered Parking
Changes to metered parking policies are part of an effort to keep an 85% occupancy rate year-round, not just at peak hours. That means bringing that percentage up during off hours, using lower pricing to motivate visitors to visit the downtown area at low-volume times of the day and year, and encouraging other types of transportation including bikes, trains, cabs, Uber rides, carpooling and others.
The following rates will go into effect when Parking Utility has striped and numbered the area parking spaces, installed metered, and notified the public:
During the peak season in the central business district, Cookman Avenue prices will be $1 an hour on weekdays, rising to $2 on Friday nights and weekends. Prices on Bangs Avenue and other Business District zones will be reduced to $0.75 per hour on weekdays until 5 pm, but otherwise follow the same price schedule as Cookman. During the non-peak season, rates will fall to $0.50 during the week from 9 am to 5 pm on non-Cookman Ave spaces. Otherwise all Central Business District spots will hold at $1 at all other days and times, apart from rising to $2 an hour on Cookman Ave spots on Friday and Saturday nights from 5 pm to midnight.
Pay for parking with cash or credit card at the meter, or use the mPay2Park smartphone mobile app. The standard penalty for expired meter parking is $36. The penalty for expired meter parking in fifteen minute zones is $55. Metered parking is suspended on New Year’s Day, Veteran’s Day, Thanksgiving Day, Christmas Day, and other days and times as approved by the City Council by Resolution.
Waterfront Redevelopment Area spots will be $2 an hour along Ocean Ave at all times during the peak season. Other WRA spots are $1 an hour on Monday through Thursday from9 am to midnight and Fridays from 9 am to 5 pm, and go up to $2 an hour on Fridays from 5 pm to 12 am and all day on weekends. During the non-peak season, all Ocean Ave spots are $2 an hour, and all other WRA spots are $1 an hour.
Metered spots will also be available in the Asbury Park Municipal Parking Lot, the Transportation Center Parking Lot, and the Bangs Avenue Parking Garage. All Transportation Center Lot will be open seven days a week from 9 am to 12 am, the Municipal lot will be open Monday through Friday from 5 pm to 12 am, and the Bangs Ave garage will be open from 6 pm to 12 am. Lots are open on weekends and holidays from 9 am to 12 am. The rate for Municipal Parking Lots is $1 per hour and $10 per day.
