New Parking Permit Zone Rules Takes Effect March 1
Manzella: Zones allow for residential parking along certain blocks
New permit parking zones along city streets near the waterfront will not go into effect until March 1, Transportation Manager Michael Manzella said.
“We’re getting a letter out to residents and will release a full press release,” Manzella [shown below] said.
The new 5 p.m. to 8 a.m. parking restrictions were put in place via the passing of an ordinance in September. The parking zones allow for permit parking on one side of the street along certain blocks, Manzella said.
Below is an outline of the new permit areas:
Northside of 8th Ave, b/w Park and Webb
Northside of 1st, 3rd and 4th avenues b/w Heck and Bergh
Southside of 5th b/w Heck and Berg
North of Sunset b/w Park and Webb
Manzella said normal permit program rules apply. The first placard is $90 and a second is $120. If a residents has off street parking, their first placard will cost $120.
“This was intended to be a pilot as a way to evaluate permit parking only zones, particularly during the peak season when it’s difficult for residents to find off street parking,” Manzella said. “We will be looking for residents feedback as we move through upcoming summer season.”
Resident and employee permit passes for 2017 are available at the Springwood Avenue Substation, located at 1201 Springwood Avenue, unit 106. The hours of operation are 9 a.m .to 4:30 p.m. Monday through Friday.

The first permit-only parking zones have been established in Asbury Park, effective this week. One side of the street for six blocks, all in the City’s Northeast side, are affected between the hours of 5 p.m. and 8 a.m. daily.
Based on an ordinance passed in September 2016, enforcement of the permit-only parking zones will not begin until March 2017, in order for residents and visitors to adjust to this “soft opening” period. “The intent is to reserve on-street parking space, especially during the peak parking periods, for use by residents who do not have access to off-street parking,” Transportation Manager Michael Manzella said. “Resident-only parking zones have come up as a suggestion before the Parking Committee multiple times, and we encourage and welcome feedback from all residents on how this measure works for them, before we explore expanding the resident-only zones elsewhere in Asbury Park.”
On September 14, 2016, the Asbury Park City Council adopted Ordinance No. 2016-37, which called for the establishment of permit-only parking zones as a pilot program for evaluation of further implementation throughout the City.
The following areas have been designated for permit-only parking between 5 p.m. and 8 a.m. daily: North side of Eighth Avenue between Park Avenue and Webb Street
North side of First, Third, and Fourth Avenues between Heck Street and Bergh Street
South side of Fifth Avenue between Heck Street and Bergh Street
North side of Sunset Avenue between Park Avenue and Webb Street
In order to ease the transition of this new regulation, the Parking Utility will not be issuing tickets for a period of one month [March 1st, 2017].
The new residential zone has been designated Zone 5 and the permit hang tags have been assigned the color red. Residents may be permitted to buy up to two parking permits. Annual costs are $90 for the first permit and $120 for the second permit. If extenuating circumstances exist and are approved, a third and fourth permit can be issued at an annual cost of $150 and $180, respectively.
To obtain a permit, residents are required to present a driver’s license and registration, as well as a current deed/lease and utility bill as proof of residence. The processing time for the permit application is approximately two days, longer if extenuating circumstances require additional permits.
