Ocean PD Reports Crack Cocaine And Heroin Possession Arrests
Motor Vehicle Stop and Prostitution Investigation Led to Charges
A Wall township woman was charged with crack cocaine possession following a routine motor vehicle violation stop Wednesday, according to a news release from the Ocean Township Police Department.
Elizabeth Ganning, 30, was identified as a suspended license driver and to be wanted on warrants from the by the Monmouth County Sheriff’s Department and Ocean Township. She also was charged possession of various pieces of drug paraphernalia, officials said.

On October 26, 2016 at approximately 8:03pm Police Officer Nicholas Castellano was traveling on Highway 35 south [near Route 66]. He noticed that the vehicle had a couple of brake lights that did not illuminate when the driver was braking. He proceeded after the vehicle and conducted a motor vehicle stop just onto Route 18 South.
Ganning was released on $7,500 bail set by Municipal Court Judge Louis Garippo, pending a further court appearance.
The department also issued a news release for the Friday night drug possession and prostitution arrests of three Ocean Township and an Asbury Park resident at the Tower Motel, located on Route 35.
Dt. Sgt. Patrick Martin and Detectives Jesse Orbach and Michael Melody were conducting an investigation into acts of prostitution when they discovered 81 bags of heroin in a motel room, officials said.
Township resident Carol Plant, 30, was charged with prostitution, possession of hypodermic syringes, crack pipes, and other associated paraphernalia.
Tyrone Wiggs, 44, of Asbury Park and Justin Roberts, 30, of Ocean were found to be possession of a crack pipe. They had just left a room where they were smoking marijuana, officials said.
Township resident Katie Dinardo, 29, was found in the room, where drug paraphernalia was observed. The detectives then located 81 bags of heroin.
During the booking process Wiggs was found to be in possession of 82 bags of heroin, crack cocaine and marijuana. He was also in possession of $238, seized as a result of illegal drug sales.
Wiggs was charged with possession with intent to distribute, possession of heroin, crack cocaine, marijuana and drug paraphernalia.
Roberts was charged with possession of crack cocaine and paraphernalia, and was remanded to Monmouth County Jail in lieu of bail for an active warrant.
Plant, unable to post bail, was also remanded to Monmouth County Jail.
Wiggs and Dinardo were released, pending a future court date.
