Police Officer Pleads Guilty To Insurance Fraud
The 12-year Asbury Park PD veteran & his sister will apply for PTI
A suspended Asbury Park police officer and his sister pleaded guilty Tuesday in connection to a health insurance fraud scheme, Monmouth County Prosecutor Christopher J. Gramiccioni announced Tuesday afternoon.
Alix Antoine, 38, a suspended 12-year veteran of the Asbury Park Police Department and his 44-year-old sister, Patricia Louis, also known as Patricia Antoine, pleaded guilty to the third degree crime of insurance fraud before Judge Leslie-Ann Justus, the according to a news release.
The brother sister duo will return June 9 for sentencing and will apply for the state’s pre-trial intervention program [PTI], officials said.
Justus ordered Antoine’s employment as a police officer with the Asbury Park Police Department be forfeited immediately. He is also forever disqualified from holding any public office or employment in the state of New Jersey, officials said.
The charges stemmed from an investigation by the Monmouth County Prosecutor’s Office that revealed, Antoine, a Neptune Township resident, while employed as a member of the Asbury Park Police Department, filed false documents enabling Louis to obtain medical benefits for her and her son.
On June 27, 2016, Antoine was named in a four-count indictment charging him with the second degree crimes of official misconduct, conspiracy to commit official misconduct, insurance fraud and the third degree crime of tampering with public records.
Louis, a Clifton resident, was charged with conspiracy to commit official misconduct and insurance fraud, second degree offenses.
Both defendants agreed to pay restitution to Horizon Blue Cross Blue Shield in the amount of $189,645.84, officials said.
Antoine has been out on a $150,000 cash only bail, set at the time of his arrest on June 22, 2015. Louis was released on her own recognizance at the time of her arrest on June 22, 2015.
The case is among 14 police officer prosecutions, dating back to 2011, officials said.
The case was prosecuted by Senior Litigation Counsel John Loughrey and Assistant Prosecutor Jennifer Lipp, Director of Professional Responsibility & Bias Crime Bureau.
Antoine’s was represented by Richard Incremona and Louis by Mitchell Ignatoff.
