Special Conditions Placed On Porta Liquor License
Security Guards & Off Duty Police Will Patrol Blocks West Of Venue During Fri & Sat Closing Times
A set of additional special conditions imposed on the Porta At Asbury Park liquor license was approved by the Asbury Park City Council Wednesday.
Special conditions are attached following an annual review to a number of city bars, restaurants and entertainment venues, including Johnny Mac House of Spirits, Bond Street Bar, The Asbury, Brickwall, and the Stone Pony.
In June the governing body announced the formation of a new two-member committee, comprised of Deputy Mayor Amy Quinn and Councilwoman Eileen Chapman. The two will meet on a regular basis with police officials to vet and discuss which venues are receiving the most complaints and make recommendations accordingly.
The shift in conditions came in part from Porta, who requested that the restriction in serving alcohol be pushed back from 1 a.m. to 1:30 a.m. for the remaining of the licensing period, which runs through June 30, 2019.
A Porta representative also must meet with or have a telephone call with Deputy Police Chief David Kelso during the first week of each month. Kelso has the discretion to relax any of the conditions after consultation and approval from the City Manager, Mayor and Council.
In total, Porta special conditions include:
Hiring a minimum of two off-duty police officers for 10:30 p.m. to 2:30 a.m. Friday and Saturday nights from October to March; four off-duty police officers during the same timeframe in April; and six officers from May to September.
Porta must hire twenty-four (24) security guards on Friday and Saturday nights.
Private security and/or off duty police officers will patrol the blocks west of Kinsley Avenue venue at Friday and Saturday closing as patrons move to their cars and taxicabs.
Mixed drinks may be served in 12 ounce glasses or less.
The security and bar staff must clean sidewalks and curbs adjacent to the property nightly after club nights and in the morning following club nights; and adhere to all property maintenance guidelines.
Must inform patrons the property is under video surveillance; that identification is required; and to the $10 cover charge in place beginning at midnight from Friday of Memorial Day weekend to Monday of Labor Day weekend.
Prohibit patrons who leaves the premise after 1:00 a.m. from re-entering; and admit no new patrons after 1:30 a.m.
