Fee increases, Road improvements, & Deputy Manager job on agenda
The Asbury Park City Council is scheduled to meet Wednesday in council chambers at City Hall.
A closed executive session will start at 4:30 p.m., followed by a public workshop session at 6:30 p.m. and the regular council meeting at 7 p.m.
Public participation takes place at the beginning of the regular meeting. Items on the agenda include:
• Closed executive session discussions regarding contract negotiations with the Board of Education for the sale of the Park Avenue Firehouse property, and a tax abatement for the Boston Way Development by the Alpert Group/Metro Co.
• Litigation discussions include a workers comp claim for Robert Abbot; Stanley Niblack, and Rita Sullivan cases; as well as the Famularo Disciplinary Proceeding; and special conditions for the House of Independence liquor license.
The regular session meeting includes a grouped resolution vote for the following routine matters:
• Special event approvals, regional contribution agreements totaling $33,761, and utilizing a $5,000 grant for participation in the Drive Sober or Get Pulled Over year end crackdown.
Individual votes on routine matters include:
• An authorization for participation in the Department of Defense’s Federal Surplus Property program.
• Approval to T&M Associates to proceed with the survey and design work for the 2015 Road Improvement program at a $450,000 monthly fee. The city received a NJ Dept. of Transportation grant of $903,017, to be applied to the estimated $4.7 million construction costs for work along Steiner Place from Fourth to Fifth avenues; Park Avenue from Sunset Avenue to Deal Lake Drive; Sunset Avenue from Bridge Street to Memorial Drive; Prospect Avenue from Washington to Asbury avenues; Washington Avenue from Ridge to Prospect avenues; Dunlewy Street from Fourth Avenue to the northerly terminus; and Cookman Avenue from Langford Street to Memorial Drive.
• Procurement of vendors to operate various concessions within the city, including Private Surf lesion at the Eighth Avenue Beach, Stand Up Paddle Board rental on Deal Lake, Pedal Boat rentals on Wesley Lake, and Beach umbrella and hair rentals from the Eighth Avenue beach to the Ocean Grove border.
• A $12,500 worker’s comp settlement agreement with Robert Abbott plus $90 for service fees.
New ordinance first readings include:
• A salary amendment to establish the Deputy Municipal Manager position at a rate of $5,000 to $97,573.
• Guidelines regulating traffic and parking on municipal and school district property that reserves seven parking spaces for city officials at One Municipal Plaza.
The public will have a chance to ask question and make comments before final votes on the following ordinances:
• The authorization of a one way street for an unnamed street that runs east along the northerly portion of 1701 Ocean Avenue and Park Hall Place running north between Summerfield and Monroe avenues.
• An increase in fee for voluntary special duty details for police and fire fighters at a $75 rate per hour from 8 a.m. to 11:59 p.m. and at an $85 rate per hour from 12 a.m. to 7:59 a.m. Administrative fees will increase from $12 to $15.
• Fee increases for Business Licenses and a $100 late fee applicable after March 1 for year round businesses and June 30 for seasonal businesses.
• Establishing Administrative code to govern requests that require professional services by city employees or consultants be charged to escrow accounts as it pertains to site plan applications
• A 15 minute parking space along Second Avenue near the Asbury Park Roastery shop.
• A Land Development regulations check list and fee increases as it pertains to site plan applications. The ordinance also prohibits chain link fences along front facing properties within city limits. Chain link fencing already in place will be grandfathered until such time that it needs to be replaced.
