Asbury Park’s city council will meet tonight in council chambers, with a closed executive session starting at 5 p.m.; a workshop session at 6 p.m. and a regular meeting at 7 p.m. Items on the agenda include:
• A second vote on the resolution authorizing an emergency appropriation on the budget to rectify a $1 million shortfall in the 2012 municipal spending plan. The council voted on the matter at the Sept. 19 meeting but failed to attain the two-thirds majority required for the ordinance.
• A public hearing and vote on the adoption of an ordinance regarding the registration of abandoned properties. This is a step toward enabling the city to use spotlight eminent domain to purchase and demolish deteriorating structures.
• Discussion of the city’s Best Practices survey. The state requires each municipality to complete a Best Practices checklist regarding municipal finances annually. This item appears on the workshop agenda.
• Discussion of an amendment to the central business district [CBD] redevelopment plan to allow exceptions for height and parking restrictions on the Kinmonth Building, home of the former Savoy Theatre. Developer Carter Sackman seeks to rehabilitate the building, reactivating the theatre and adding 64 studio apartments.
• Another discussion of curb bump-outs in the waterfront redevelopment area. Council has thus far rejected plans for bump-outs in the city.
• In closed executive session, the council will discuss acquisition of a property on Bangs Avenue for use as a municipal parking lot; an update from Bamboozle concert organizer LiveNation; and various litigation.
