Waterfront Lot By Lot Development Proposed
Changes allow iStar and other developers to construct single lot projects
Guidelines that will open new construction along the waterfront will be introduced during the 7 p.m. Asbury Park City Council meeting Tuesday.
Known as lot by lot development, the changes allow master waterfront redeveloper iStar to build new projects on land parcels rather than the current block by block development mandated by the waterfront redeveloper agreement, first signed 15 years ago.
As proposed the guidelines remove the need to develop an entire block at a time; allowing for the construction of a minimum 15,000 square foot parcel with at least 100 foot frontage.
The resolution also outlines parameters for subsequent redeveloper’s agreements – a provision other developers must meet to construct within the waterfront redevelopment zone, which is governed by iStar.
This will mean, local developer Pat Fasano can begin to develop the 12 properties he and his Fasano Properties partners owns in the redevelopment zone. Fasano aims to build 100 new residential units on his properties as well as a hotel at Third Avenue and Kingsley Street. But specifics of any construction must be vetted by iStar and the City Council, which acts as the redevelopment authority.
“It’s been 15 years since they took the owner’s rights away,” Fasano said. “The court mandated they allow it [lot by lot development] in 2012. When I made the land swap deal with iStar for Asbury Lanes in 2013 I was promised I could build. It’s very nice that they are now doing it but they’ve just about put me out of businesses.”
The City Council will vote to send the proposed plan amendment to the Planning Board, which will determine if the new guidelines are consistent with the existing Master Plan. At that point it will return to governing body for final approval.
The City Council meetings will begin with a public workshop meeting at 6 p.m. Tuesday. The regular session follows at 7 p.m. in Council Chambers, located at 1 Municipal Plaza.
