Parking, Parks, & Downtown redevelopment on agenda
The Asbury Park City Council is scheduled to meet Wednesday in council chambers at City Hall.
A closed executive session will start at 5 p.m., followed by the regular council meeting at 7 p.m.
Public participation takes place at the beginning of the regular meeting. Items on the agenda include:
• Executive session discussions include contract negotiations re the sale of a portion of Overlook Park [Kennedy Park] currently being utilized for parking, a redeveloper’s financial agreement regarding master waterfront developer iStar’s 1101 Ocean Avenue project, and potential amendments to boardwalk redeveloper Madison Marquette’s Fifth Avenue Pavilion.
• The City Council will discuss potential tax title lien litigation and personnel policy.
• During the regular session, votes will include sewer account credits, budgetary matters, and a corrective plan pertaining to the 2015 municipal audit. The audit, conducted by Dave Kaplan, cited sewer billing inaccuracies and included the 13 corrective measures the governing body will consider adopting.
• The governing body also will vote on resolutions to award grant writing and management services agreements as they pertain to Brownfields remediation, and for the award and management for the Sunset Avenue Footbridge replacement.
• Maintenance resolutions include awarding the Sewage Treatment Plant generator, extending the ocean outfall cleaning and diffuser project, and a joint purchase agreement with Deal for firefighters’ fit testing equipment.
• There is also votes with regard to charging the Planning Board to vet and make recommendations for the proposed Central Business District’s redevelopment plan amendments.
• New ordinance proposals include $87,000 for acquisition of capital items and Springwood Park improvements, as well as amendments to police and metered parking regulations. The metered parking changes include the addition of a $10 flat rate per day in zones 1 to three, excluding areas that fall with the CBD and along Ocean Avenue.
• The public will have a chance to make comments and ask questions prior to the final votes regarding the Sunset Bridge reconstruction project’s $150,000 increase, the new rental property guidelines and establishing a salary guide for a Director of Social Services and Supervising Transportation Planner.
