The Asbury Park City Council is scheduled to meet Wednesday in Council Chambers at City Hall, located at 1 Municipal Plaza.

There will be 5 p.m. closed executive session prior to the 6 p.m. public workshop session and 7 p.m. Regular City Council Meeting.

Public participation takes place at the beginning of the regular meeting.

Items on the agenda include:

• Executive session discussions regarding contract negotiations with the New Jersey Department of Transportation and with the ongoing Waterfront Redevelopment Amendments.

• Workshop discussions include proposed special event applications; a presentation by Seaview Investments for a handicapped ramp associated for the Habitat for Humanity building redevelopment project located 1105 Memorial Drive; and discussions on the launch of the Mayor’s Wellness Committee.

• During the regular session, the City Council will vote on budgetary matter, including deferment on 2017 tax sale for any of the over 300 PILOT program homeowners who received incorrect billings in previous years.

Other votes include:

• An amendment to the remediation project at the DPW garage by French and Parrello Associates of Wall.

• The re-execution and reaffirmation of the 1986 cooperation agreement with the Asbury Park Housing Authority as well as for the agreement for the rehabilitation of 215 senior residential units in buildings commonly known as the Dr. Robinson Towers on Third Avenue, Charles Lumley Homes on Comstock Street and Comstock Court on First Avenue.

• An award to Lerch, Vinci, Higgins LLP of Fair Lawn for the vetting of Payment In Lieu Of Taxes [PILOT] billing.

• Appointing the 2017 tax lien services related to electronic tax sales to ROK Industries of Belle Mead, and emergency medical billing services to Revenue Guard of Morganville.

• A public rights of way use agreement to permit streetscape improvements associated with the Dollar Tree store and mixed use building project at the Former Getty gas station site located on Main Street between Third and Fourth avenues. The agreement outlines sidewalk improvements, benches, bicycle racks, and trash/recycling containers.

• The award of the bike sharing program contract to Zagster of Cambridge, Mass.

New ordinance introductions include:

• A salary range for a Senior Housing Inspector, not to exceed $53,938 in the first year and a maximum of $76,826 after the 7th year; and the creation of a handicapped parking space along Third Avenue.

• Land use development amendments in the light industrial and prohibiting drive thrus in the B2 zones, located along Memorial Drive.

• And, amending verbiage pertaining to the city’s non discrimination policy.

• A second reading and hearing will be held prior to the final votes for:

• Adopting a budget up to permitted 3.5 percent cap

• Establishing a Public Works Superintendent salary guide $37,000 to $129,113

• A public right of way use agreement for the decorative Dollar Tree project metal awning that will intrude into public airspace.

• And changes to the city’s parking regulations that include extending on street metered parking times to be in effect from 9 a.m. to 2 a.m.
