Fourth Avenue Pavilion Redesign Shifts
Changes Include Roof Deck Reduction, ADA Ramp Relocation, & City Use
Following Wednesday approvals from the Technical Review Committee and the Asbury Park City Council, the City’s Redevelopment Authority, the Fourth Avenue Pavilion Redesign plan will return to the Planning Board next month.
Changes to boardwalk redeveloper Madison Marquette’s plan include a 5,742 square foot reduction of the proposed roof deck, the relocation of a handicapped accessible ramp, and 10 days each year for the City to use the outdoor space. A similar agreement exist at Convention Hall and the Paramount Theatre, located at 1300 Ocean Ave.
The changes were driven by costs, project attorney George McGill said.
“The reason why we are doing that is because we have to do that,” McGill said. “The DEP under CAFRA has a requirement that we have to get under a 50 percent value of the building or we have to take everything down.”
McGill said the original cost estimates still remain on budget but the final engineering numbers came in higher than expected, causing the roof reduction.
“We can build this one under the CAFRA guidelines,” McGill said. “The uses are going to remain the same, with the same restrictions that we agreed to.”
CAFRA – Coastal Area Facility Review Act, is a set of state governed laws that regulate development along a defined coastal region.
The Fourth Avenue Pavilion is located directly across from iStar’s 1101 Ocean – the master waterfront redeveloper’s ongoing 17-story high rise.
The Pavilion redesign, by Massa Multimedia Architecture in Neptune, expands on the structure’s existing architectural brick design with added, wood, glass and iron accents. Murals are planned for the northern and southern façades.
Its new layout consists of 20,000 square-foot of retail space on the ground floor that is offset by a public arcade at the building’s center. The open area will lead from Ocean Avenue to the boardwalk, and there are eight retail spaces proposed.
An internal stair and elevator will allow access from the basement to the roof but no public access will be allowed at the basement, project officials said. Office space, measuring 23,000 square-feet, will located on the second the floor; and the now reduced rooftop penthouse area with two restrooms, will be used for special events hosted by the building’s tenants only.
The changes will go before the Planning Board on Jan 8 and the projected Summer 2018 completion date remains the same, McGill said.
