Parking, PILOT, Bids, and Vendor Concessions on Agenda
The Asbury Park City Council is scheduled to meet Wednesday in council chambers at City Hall.
A closed executive session will start at 4:30 p.m., followed by a public workshop session at 6:30 p.m. and the regular council meeting at 7 p.m.
Public participation takes place at the beginning of the regular meeting. Items on the agenda include:
• The Executive Session discussions include contract negotiations for Carter Sackman’s Savoy Theater, iStar’s Waterfront Redevelopment Area agreement, as well as those for Redevelopment Counsel and a Financial Advisor. Pending disciplinary and workman’s comp litigation also is on the agenda.
• During the Regular Session the Council will vote on three special event application, a $650,000 annual agreement for Shared Dispatch service with Monmouth County Sheriff’s Office, a $3,404.14 severance payment for Tom Gilmour, increasing the Sunset Avenue Footbridge bond by $550,000 – increase total bond to $1 million.
• The governing body also will vote on a resolution to reject the turn-key parking operations in order to revise stipulations. The final revamp to the parking guidelines include a resolution for immediate application of the new rules. The City Council will take questions and comments regarding the changes, due to take effect Feb. 1.
Employee parking permit rates will increase as follows: $120 per year or $10 per month for a Five Day Smartcard; $180 per year or $15 per month for the Seven Day Smartcard.
Residential parking permit rates will increase as follows: In Zones 1 to 3 the first permit is $90/year, $120 for the second permit, $150 for the third and $180 for a fourth permit. The Zone 4 residential parking at the Bangs Avenue garage will be $75 per month, and $90 for the first street parking permit and $120 for a second permit.
• The City Council will also vote to of request for the following services: fire and ems billing, workforce development plan, police accreditation, parking consultant for planning and/or operations, grant writing, licensed site remediation professional, and recycling collection. They will also seek bids for vendor concessions at the James J. Howard Transportation Center.
• A Payment in Lieu of Taxes [PILOT] and escrow agreement for the proposed Boston Way Village is also up for a vote. The development consists of 104 rental affordable housing units. The PILOT agreement allows Alpert Metro Development to pay an estimated $54,742 or 7 percent annual rate through the life of its NJHMFA mortgage, not to exceed 50 years.
