2016 Budget Introduction and property sales on agenda
The Asbury Park City Council is scheduled to meet Wednesday in council chambers at City Hall.
A closed executive session will start at 5 p.m., followed by the regular council meeting at 7 p.m.
Public participation takes place at the beginning of the regular meeting. Items on the agenda include:
• Executive Session discussions include contract negotiations with Carter Sackman and waterfront redeveloper iStar. Personnel discussions include the social service department, deputy chief’s police contract, and the municipal court judge appointment.
• During the regular session meetings votes will be held on budgetary matters and establishing the summer beach schedule and beach fees. City officials said there will be no increase in beach fees.
• City Council members will vote on the purchase of 70 police department body worn cameras for $89,987.50. A $35,000 grant offsets the balance and the remaining bill was appropriated in a previous capital budget. City Manager Michael Capabianco said $54,987.5 will not affect this year’s budget, will be introduced during the meeting. A public hearing is scheduled for April 13.
• Other votes include a shared services agreement with Deal for maintenance and repair of Asbury Park Fire Department apparatus and a SAFER grant to hire at least two new firefighters to replace expected retirees.
• An extension is requested at no additional cost for the Boardwalk Lighting project currently underway by Sodon’s Electric.
• The establishment of escrow accounts for the upcoming Carter Sackman 160-foot high mixed use development at 607 Mattison Ave that will include a 540 vehicle parking deck and Johnny Mac’s extension.
• The City Council will also vote on north end beach planting project and a resolution to support action against Global Climate Change.
• Ordinance introductions include exceeding the municipal budget appropriation limits to establish a CAP Bank for unused fiscal funds from the prior year; establishing a beach utility under the ‘Authorities, Boards, Commissions, Committees, and Volunteers’ section of the city guidelines.
• An introduction will be made to subdivide a portion of Overlook Park, currently being used as a gravel parking area for an adjacent business. The subdivision will allow the adjacent property to purchase the land they are currently using for $200,000. Other property sales will include land no longer needed for public use at 1413 Springwood Ave and at 1506 Park Avenue to the Board of Education.
• The public will have a chance to ask question and make comments before the City Council votes to establish snow and ice removal guidelines and a list of licensing with tow companies. The vote extends the radius of approved tow companies to be utilized during storm event.
