Sterile Syringe Program, Bicycle Penalties, & Biz Licenses On Agenda
The Asbury Park City Council is scheduled to meet Tuesday in council chambers at City Hall, located at 1 Municipal Plaza.
A closed executive session will start at 5 p.m. and includes performance reviews for City Manager Michael Capabianco and City Clerk Cindy Dye. The City Council will also discuss contract negotiations for the Michaels Group and Interfaith Neighbors Development Property Transfer proposal
The regular meeting will begin at 7 p.m. with a brief review of agenda items and public participation.
Items on the agenda include:
• Votes on special events applications, budgetary matters, including the acceptance of a $24,000 donation from the Monmouth Conservation Foundation donation for Springwood Avenue Park and a $23,029 Justice Assistance Grant.
• The City Council will vote on the $47,774 proposal for the purchase, installation and software for a new police department email exchange server from SHI Professional Services.
• Ordinance introductions include an amendment to increase the square footage rate by $2 for to outdoor/sidewalk café licenses as it pertains to signage that falls within the public rights of way.
• The creation of a Professional Services category within the license fee category that will charge $100 annually for businesses that fall within the category; including accounting, legal, medical, etc]. The amendment also removes a three strikes within 12 months improper operation complaint rule. Instead, any complaint that ‘substantially impairs public safety to customers or the general public’ will result in immediate suspension and require a hearing within five days of the business’ request to reinstate a license.
• An amendment to bicycle rules shifts penalties as follows: for the first offense, a fine not to exceed $50; for each subsequent offense, a fine not to exceed $100 and possible confiscation of the offender’s bicycle, by discretion of the Municipal Court Judge.
• And vacating a portion of Boston Way’s Right of Way to realign a 28,929 square foot area as it pertains to the redevelopment of the Asbury Park Housing Authority project.
• The public will have an opportunity to ask questions and make comments during the second reading and final vote for the creation of a Sterile Syringe Access Program to be administered by the Visiting Nurse Association Health Group on Main Street.
