Workforce Development Plan, Business, Bicycle, and Property Maintenance Rules on Agenda
The Asbury Park City Council is scheduled to meet 7 p.m. Wednesday in council chambers at City Hall, located at 1 Municipal Plaza.
Public participation will take place at the beginning of the regular meeting.
Items on the agenda include:
• Procedural votes on budgetary matters, a renewal of the community nursing service contract with the VNA, an adjustment to the wastewater treatment plant generator installation agreement to accommodate the relocation of wiring, and payment for the electrical equipment for the Springwood Avenue Park stage and foundation work.
• The City Council will vote on a list of 2017 expenditures via its annual subsequent developer’s agreement with boardwalk redeveloper Madison Marquette. The $100,000 budget, supported by the boardwalk redeveloper, includes the purchase of a scooter, boat, garbage cans, bike racks, and lav-shack operations.
• The award of a contract to Thomas P. Miller & Associates, an Indianapolis-based firm, to create a Workforce Development Plan at a cost of $119,400, awarding the the animal control agreement with the SPCA of Eatontown, and the release of performance bonds associated with waterfront redeveloper iStar projects.
• Approval of work in the city’s rights of way include irrigation work associated with the redevelopment project at 901 to 911 Asbury Avenue and adding a fire escape to the Paranormal Books and Curiosities building on Cookman Avenue, and a vote associated with the purchase of fire department software.
The public will be given 3 minutes to make comments and ask questions before the final votes on the following ordinances:
• A $2 increase in the per square foot fees associate with business displays in public areas – thereby matching the existing boardwalk and beach fee rates, and changes to the business operation code undoing the three strikes within a year complaint guideline thereby shifting discretion of whether a ‘violation substantially impairs the public safety to its customers or to the general public’ to a case by case basis.
• Changes to the city’s bicycle operation violations include a $50.00 fine for first offenses and $100 fine for subsequent offenses with the possibility of confiscation, vacating a portion of the city’s Boston Way right of way to allow for redevelopment of the Housing Authority project, and a series of changes to the city’s Property Improvement and Neighborhood Preservation maintenance codes.
• There will be votes on the addition of two seats to the Planning Board, changes to the special event fees, creating in house IT positions, and the addition of a deputy municipal court administrator title to allow for the expansion of duties of a current employee.
Lastly, the City Council will hold its annual organizational meeting at 2 p.m. January 1 in Council Chambers.
