Affordable Housing, Environmental Safeguards, & Parking App on Agenda
The Asbury Park City Council is scheduled to meet Wednesday in Council Chambers at City Hall, located at 1 Municipal Plaza.
There will be no closed executive session. The meetings begin with a 6 p.m. public workshop session, followed by the 7 p.m. Regular City Council Meeting. Public participation takes place at the beginning of the regular meeting.
Items on the agenda include:
• Workshop discussions regarding special event applications and a presentation by Director of Planning and Redevelopment Michele Alonso on public rights of way encroachments for a residential project on Bond Street near Second Avenue.
• The Asbury Park Fishing Club is expected to make its annual presentation before the governing body during the Regular City Council Meeting.
• The City Council will vote on 14 special event and 11 wedding applications, budgetary matters, and a resolution acknowledging National Poison Prevention Week.
• There will be a vote for the twice-stalled COAH Planner appointment to Clarke Caton Hintz at base rate of $38,750, plus administrative costs. If approved, the Trenton-based firm will be charged with preparing a Housing Element and Fair Share Plan, affordable housing development fee ordinance, spending plan, and additional material needed for new Affordable Housing compliance rules. While the NJ Department of Community Affairs lists over 1,400 affordable housing units in Asbury Park, a clear vetting of what remains classified as the low income housing designation will help to ascertain the city’s obligation moving forward.
Other routine business matter votes include:
• A resolution vote appointing members of a Brownfield Advisory Committee, in association with work being done via $400,00 in EPA Brownfields and Petroleum Hazardous Assessment grants. For more information, click here.
• The governing body also will vote on a month-to-month gratis contract with parking app company Passport for a period of two years. For more information click here.
• Approving an additional $26,775 [a 13.7 percent increase] for work associated with the repair and replacement of outfall diffuser risers associated to a previously damaged buried outfall structure.
• There will also be a vote to increase the Wastewater Treatment Plant Generator Relocation Project budget by 5.4 percent.
• The award of an $8,200.00 annual contract to Black Lagoon for Sunset Lake pond management. For more info, click here.
• And, a 5-year shared service agreement with Two Rivers Water Reclamation Authority for technical rescue services.
• New policy laws being introduced include setting the Public Works Superintendent annual salary range at $37,000 to $129,113, granting air rights associated with the Dollar Tree Main Street project, and changes to the city’s metered and permit parking guidelines.
• A public hearing will be held prior to the final vote for the creation of a Media Technician post [full and part time] and its annual salary ranges.
